Letter Regarding Tariff Changes

We want to inform you of some important trade developments that may impact the import of wood-based products.

 

In May, a coalition of U.S. plywood producers filed antidumping (AD) and countervailing duty (CVD) petitions against imports of hardwood and decorative plywood from China, Indonesia, and Vietnam.

 

As this case proceeds, it is expected to trigger significant disruptions in the U.S. supply chain for hardwood plywood.

Preliminary CVD rates are anticipated as early as October 2025, with AD rates likely to follow in December 2025. If imposed, these duties could result in:

  • Retroactive tariffs, depending on whether the U.S. International Trade Commission finds “critical circumstances”
  • Pricing volatility,
  • Disruptions in product availability.

 

Canusa Wood, along with other industry partners, is actively opposing these petitions to protect the availability of these products in the U.S. market.

On a broader front, the U.S. Department of Commerce has launched a national security investigation under Section 232 of the Trade Expansion Act, covering timber, lumber, and related wood products from all global sources.


 

The Secretary of Commerce must deliver findings and policy recommendations to the President of the USA by November 26, 2025, though the report could be submitted sooner.

 

This Section 232 investigation could result in further actions, including:

  • Additional tariffs
  • Export controls
  • Incentives for domestic production
  • Policy changes to strengthen the U.S. wood supply chain
